Pandemic Conference Call

Conference Call on the Pandemic
Last Thursday, I participated in a conference call with US Attorney General William Barr and US Surgeon General Jerome Adams. They explained that through April 30 we are still in Phase 0 of our response to the pandemic. However, we will soon begin three phases for reopening America. Each state and county or parish can move at its own rate based on positive results in its area. Each phase will last two weeks or more, again based on results. For full information, go to whitehouse.gov\openingamerica.

Phases of Operation
In Phase 0, it is recommended that churches conduct their ministry online, outdoors, in parking lots, and possibly in small groups with appropriate social distancing.

The Phase 1 guidelines state in part: “All individuals, when in public (e.g., parks, outdoor recreation areas, shopping areas), should maximize physical distance from others. Social settings of more than 10 people, where appropriate distancing may not be practical, should be avoided unless precautionary measures are observed. Avoid socializing in groups of more than 10 people in circumstances that do not readily allow for appropriate physical distancing (e.g., receptions, trade shows).… Large venues (e.g., sit-down dining, movie theaters, sporting venues, places of worship) can operate under strict physical distancing protocols.”

The Phase 2 guidelines state in part: “All individuals, when in public (e.g., parks, outdoor recreation areas, shopping areas), should maximize physical distance from others. Social settings of more than 50 people, where appropriate distancing may not be practical, should be avoided unless precautionary measures are observed…. Large venues (e.g., sit-down dining, movie theaters, sporting venues, places of worship) can operate under moderate physical distancing protocols.”

As churches consider reopening for worship services, they should first consult the guidelines for their area. In addition, I have asked the National Apostolic Christian Leadership Conference (NACLC) to provide a list of best practices for when churches reopen. See “Guidelines for Returning to In-Person Worship Services,” compiled by Ken Gurley.

Sincerely in Christ,

David K. Bernard
